Dennis McClure, Sheriffs Office

Re: Training Center and Firing Range Usage Fees

The Sheriff s Office is requesting that you adopt the attached fee schedule regarding the
Training Center and Firing Range. Please review the information below.

EFFECTIVE DATE TO BEGIN CHARGING FEE: January 1,2006

PURPOSE: All law enforcement agencies in Cabarrus County and other area
jurisdictions currently have the opportunity to utilize the Cabarrus County Training
Center and Firearm Range at no cost to them. Due to the increasing costs associated with
maintaining the facility, the Sheriffs Office is proposing to charge a usage fee to area
agencies that will offset future expenses incurred for repairs and upgrades.

FEES: Each agency will be billed by the Sheriffs Office $50.00 per day for up to ten of
their officers to use the facility. Any agency having more than ten officers for the day
will be billed an additional $5.00 per officer for each day of usage. The Sheriffs Office
will be responsible for the monthly billing and collection of this fee.

AGENCIES: All law enforcement agencies will be billed for their usage, with the
exception of the following: Concord Police Department, Kannapolis Police Department,
and the North Carolina Highway Patrol. These agencies have agreed to provide the
Sheriffs Office with in-kind donations for using the facility. These donations will
include but are. not limited to: training, targets, cardboard, ammunition, and instructors.

FUNDS: The funds received from this usage fee will be accounted for in the Special
Revenue Fund set up exclusively for the Sheriffs Office. All expenses for repairs and
upgrades associated with the maintenance of the facility will be paid from these funds.
Expenses for daily operations, such as ammunition, cardboard and targets will continue to
be paid from the County's General Fund.

r-I~
