Maintenance Caseworker (IMC) II positions. <br /> <br />BackQround and Problem <br /> <br />Caseloads for Medicaid, Food Stamps and other public assistance <br />programs have increased sharply over the past two years. During the current <br />calendar year, in fact, caseloads for both Medicaid and Food Stamps have grown <br />more rapidly in Cabarrus than in the State as. a whole. Cabarrus. has seen an <br />increase of 4.86% in its Medicaid caseload, and an increase of 17.37% in its <br />Food Stamp caseload, as compared to respective increases of 1.6% and 8.38% <br />. in statewide case loads for these programs. It is thought that changes in the <br />regional economy reported in the BOC's 8-19-05 planning retreat may account to <br />some extent for this growth of caseloads.* <br /> <br />As the chart entitled "Comparison of Case load and Staffing of Income <br />Maintenance Programs July '03 - Oct 05" (Attachment I) reflects, we have seen <br />an increase of 2365 casesinthe period July '04 through October, 2005. This is . <br />an increase of 12.56%, and it represents essentially the equivalent of 5.25 <br />additional worker caseloads. Our existing staff is at the limit of what can be <br />handled physically, and with acceptable rates of accuracy and timeless. <br /> <br />For a number of years we have used resource management technologies <br />to measure the efficiency, accuracy, and timeliness of work performed by staff of <br />. these programs, as well as the number of staff required to administer these <br />programs. In January, 2003, we collected detailed data on the staff and <br />caseload sizes of 13 demographically similar counties, as an additional indicator <br />of the number of staff required. .
