Chapter Twelve Administration & Enforcement Section 12-1. How to use this Chapter. This Chapter is divided into the following three major parts: Chapter Twelve Administration & Enforcement Part I. Zoning Administrator; Zoning Compliance Permits. Section 12-2 Explains the role of the Zoning Administrator, how to obtain a to 12-14 zoning compliance permit and the requirements for both a Itrnajor" and "minorlt site plan. Part II. The Cabarrus County Planning & Zoning Commission. Section 12-15 Representation, terms, powers and responsibilities are set forth to 12-26 as well explanations of both the conditional use and variance procedures as well as application of tile interpretation power. Part III. Enforcement. Covers violations and penalties. Section 12-27 to 12-29 Part I. Zoning Administrator; Zoning Compliance Permits. Section 12.2. Zoning Administrator. A Zoning Administrator and such staff as designated by the Cabarrus County Board of Commissioners (hereinafter referred to as Commission) shall administer and enforce the provisions of this Ordinance. Among the responsibilities of the Zoning Administrator is the issuance or denial of Certificates of Zoning Compliance. If a ruling of the Zoning Administrator is questioned, applicant(s) may appeal to the Cabarrus County Planning and Zoning Commission as described in Section 12-22. Section 12.3. Certificates of Zoning Compliance Permit required. A Zoning Compliance permit must be obtained from the Cabarrus County Zoning Administrator prior to the use or occupancy of any building or premises, or both, hereinafter created, erected, changed, converted, or wholly or partiy altered or enlarged in its use or structure. Additionally. no nonconforming structure or use can similarly be changed or extended without a Zoning Compliance Permit or Certificate of Adjustment.
