It will be perpetually binding on the property upon which it is issued
unless another rezoning request is brought and approved. Additionally, where
substantial construction has not begun within two (2) years of an "SU" rezoning,
the property in question may be changed to another designation after a public
hearing held in compliance with the required procedure for an atlas amendment.

If a petition for a "CD" zoning district is approved, the development and use of
the property shall be governed by the predetermined ordinance requirements
applicable to the district's category, the approved site plan for the district, and any
additional approved rules, regulations, and conditions, all of which shall
constitute the zoning regulations for the approved district and are binding on the
property as an amendment to these regulations and to the zoning maps.
Additionally, where substantial construction has not begun within two (2) years of a
"CD" rezoning, the property in question may be rezoned to another designation
after a public hearing held in compliance with the required procedure for an atlas
amendment.

-Step 11: Issuance of Permit.
