November 22, 2005 Mr. John Day Manager, Cabarrus County PO Box 707 Concord, North Carolina 28026-0707 Dear John: As per our discussion, we are asking for a place on the Commission's Agenda Meeting on December 5. We wish to discuss our request for a fuel recovery fee which we originally had conversations about with you in December of last year. Since that time, we have met individually with each ofthe Commissioners. Since the expiration of our fuel contract in February of this year, we have experienced a more than 60% increase in the cost of diesel fuel. We understand that our Franchise for subcription services to County residents does not speak to a fuel increase; the franchise speaks to a CPI increase which we will implement (see letter dated November 21,2005) as per usual on January 1. Please note that BFI did not implement the CPI in 2005 until July, in anticipation ofreceiving a fuel increase. We would like to implement a fuel recovery fee of 5% on each residential customer commencing on January 1,2006. That increase would add .59 cents to each customer's invoice per month in addition to .55 cents per month for the cpr. The new rate with just the scheduled CPI increase would be $12.34 per month per residence. The new rate that combines the CPI and fuel increase (should we be granted the fuel increase) would be $12.93 per month per residence. We would like to discuss this at the December 5th Agenda meeting and understand that there is no formal action taken at those meetings, excepting deciding Agenda items for the regular meeting.
