<br />Cabarrus County, NC I Adequate Public Facilities Ordinance <br /> <br />Adequacy of Public Facilities is determined by the Adopted Level of Service (refer <br />to Sections 15-12 through 15-20, below. <br /> <br />3. Available CaDacitv. <br /> <br />Available Capacity is Existing Capacity and Planned Capacity less Existing <br />Demand and demand that will be generated by Committed Development: <br /> <br />Formula for determining Available Capacity: <br /> <br />Note - <br /> <br />AC = (EC + PC) - (ED + CD) <br /> <br />where: <br /> <br />what counts as planned <br />capacity and committed <br />development varies by <br />facility - refer to <br />Sections 15-12 through <br />15-20, below. <br /> <br />AC (available capacity) is Existing or Planned <br />Capacity of Public Facilities that is not already <br />committed to existing or planned development. <br /> <br />EC (existing capacity) is the sum total of the existing Public Facilities in the <br />impact area. This includes facilities that have been constructed and are fully <br />functional. <br /> <br />PC (planned capacity) is Capacity that is added by Planned Capital <br />Improvements that is included in adopted capital improvement plan. Projects <br />must be definitively scheduled with currently available revenue sources to be <br />considered as planned capacity. "Definitively scheduled" means that a date for <br />completion of the improvement is identified in the capital improvements <br />program. <br /> <br />ED (existing demand) is the present, actual utilization of the Public Facilities. <br />Examples include existing school enrollment, trip counts, or calls for service. <br /> <br />CD (committed development) is the anticipated demand created by <br />permitted, but unbuilt development. Permitted development includes: <br /> <br />. vacant, recorded lots in approved major subdivisions, based upon <br />the uses permitted in the applicable zoning district; and <br />. development with approved final plats; and <br />. development with approved preliminary plats; and <br />. for parcels that are not part of a subdivision, development with <br />approved site plans or building permits. <br /> <br />r;:--3 <br />18 <br />
