<br />b. Secure the area as required by the situation. <br /> <br />c. Identify the material involved without undue risk of exposure. <br /> <br />d. Assess the situation and communicate the results to responding agencies, the EOC, <br />and facility representatives. <br /> <br />e. Appoint a Safety Officer and then other staff members in accordance with the <br />Incident Command System, as the situation permits. <br /> <br />f. Develop strategy to handle the hazardous material (confinement, containment, <br />neutralization) and implement tactics (offensive or defensive posture; evacuation plan) based on <br />available resources and the capabilities ofthe responding personnel. <br /> <br />5, Director, Cabarrus Health Alliance. The Cabarrus Health Alliance will assist in the <br />enforcement of regulations and the initiation oflegal actions against parties responsible for <br />release of hazardous materials in violation of any existing regulations. <br /> <br />6. Director, Emergency Medical Services. In addition to other responsibilities identified <br />in this plan, the EMS Director shall develop procedures with assistance from facility owners <br />and operators, in accordance with local protocols, for: <br /> <br />a. Treatment of contaminated patients. <br /> <br />b. Decontamination of patients and equipment. <br /> <br />c. Evacuation of all patients <br /> <br />d. Direction and control of mass casualty incidents as a result of the release of <br />hazardous materials, <br /> <br />C. Local Emergency Planning Committee (LEPC) <br /> <br />1. Ensure fulfillment of responsibilities for local emergency planning pursuant to <br />SARA, Title ill and the policies of the North Carolina Emergency Response Commission. <br /> <br />2, Assess the current level of prevention, preparedness, and response capability within <br />the jurisdiction. <br /> <br />3. Review existing plans for overlap, useful information and ideas. <br /> <br />4.
