England <br />Secretary of the Navy <br />1000 Navy Pentagon <br />Washington, D.C. 20350-1000 <br /> <br />Commander, Atlantic Division <br />Naval Facilities Engineering Command <br />Attn: Mr. Fred Pierson (Code BD32FP) <br />1510 Gilbert Street <br />Norfolk, VA 23511-2699 <br /> <br />RE: Introduction ofF/A-18 E/F Aircraf~ to the East Coast of the United States <br /> <br />Gentlemen: <br /> <br />On review of the Record of Decision on the introduction of F/A-18 E/F Aircraft to the <br />east coast, received by the North Carolina Division of Coastal Management (DCM) on <br />September 23, 2003, DCM has found that the final decision differs significantly from the <br />proposal previously reviewed by the State and found consistent with North Carolina's <br />approved coastal management prograrr~ <br /> <br />The Coastal Zone Management Act (CZMA) of 1972, PL 92-583 as amended, requires <br />that federal activities affecting the coastal zone must be consistent to the maximum extent <br />practicable with the enforceable policies of the State's approved coastal management <br />program. 15 C.F.R. § 930.30. In July 2002, the Navy issued a Dra~ Environmental <br />Impact Statement (DEIS) for the introduction of ten F/A-18 Super Hornet squadrons to <br />the East Coast. The proposal included plans for aa outlying landing field (OLF) at one of <br />six potential sites in coastal North Carolina. The DEIS included a statement that the Navy <br />determined the proposal to be consistent with the State's coastal management program. <br />The Navy also submitted a consistency letter dated July 31, 2002 to the State's Division <br />of Coastal Management (DCM). <br /> <br /> <br />
