Under customized standards the maximum density is <br />4.5 units to the acre. <br /> <br />Development standards for the customized development option are: <br /> <br />· 30' front setback on 50% of lots, flexible for the remainder <br />· Flexible side yard setbacks <br />· Flexible rear yard setbacks <br />· Lot width is flexible <br />· Maximum impervious surface- 40% <br /> Maximum structural coverage- 30% <br /> <br />A minimum of 30% open space is required for this development. <br /> <br />Planning staff comments regarding schools: based on the school <br />seat and subdivision inventories adequate school space is not <br />available to serve the proposed subdivision. <br /> <br />NCDOT: Proposed driveway locations meet site distance <br />requirements. Turn lanes are required and are to be installed in <br />conjunction with turn lanes required for the new Pitt School Road <br />elementary school - a performance and indemnity bond is required <br />to install turn lanes. <br /> <br />Town of Harrisburg: can provide utilities to the site - will serve <br />letter is forthcoming. <br /> <br />Staff finds that the proposed subdivision meets all the development <br />standards of the County's Subdivision Ordinance. However the <br />subdivision does not meet the APFO requirements for school <br />facilities. <br /> <br />Staff recommends approval of the L & R Development, LLC <br />Subdivision. It is recommended that the Planning Commission <br />grant approval of the subdivision with the following conditions: <br /> <br />1. That the developer enters into a consent agreement with the <br /> County to meet the Adequate Public Facilities Ordinance <br /> requirements for school facilities. <br />2. In accordance with the Cluster Development Standards, open <br /> space areas shall remain undisturbed except for the installation <br /> of active recreation amenities, utility lines, and removal of <br /> under brash. Disturbance shall be approved by the Subdivision <br /> and/or Zoning Administrator. <br />3. Final driveway permit be obtained from NCDOT. <br /> <br />The Cabarrus County Planning and Zoning Board voted to <br />unanimously approve this subdivision on June 19~h, 2003. <br /> <br /> <br />
