Month of service time) would cost $112,700 annually. It would be a much more efficient
use of resources, then, to add a second staff attorney.

We would have somewhat more need for representation from a County Attorney
in administrative matters (e.g., personnel appeals.) Still, this need could be met within
the savings which would be produced by implementing the staff attorney position.

It is our plan to provide clerical support to the second staff attorney utilizing
resources at the Department which can be redirected to this purpose. The Deputy
Director would supervise both staff attorneys. In order for me as Social Services Director
to discharge statutory responsibilities, and in order to have efficient work processes, it is
essential this staff attorney be under the direct supervision of, and housed within, the
Department.

Revenues would not be affected by the requested change.

I have advised the firm currently under contract that we are proposing the change.

In the interest of children we are serving, I believe it urgent and essential we make
this change.

The Social Services Board endorsed this proposal at its November meeting.

Thank you.

CC:

Para DuBois
Don Cummings
