Lentz, AICP <br /> <br />01/13/04 <br /> <br />Independent review of proposed Telecommunication Facilities <br /> <br />This past fall the County Planning and Zoning Commission requested that planning staff look into the <br />possibility of hiring an outside engineering firm to assist in the review of applications for <br />telecommunication facilities. The Planning Commission members have indicated that they feel they <br />need expert review in order to verify information provided to the board by the applicant for these types <br />of facilities. As the nature of this type of application is very technical, staff feels that an outside <br />engineers review would be beneficial. <br /> <br />Attached to this memo you will find: <br /> <br />contract for services with The Center for Municipal Solutions <br /> <br />A resolution creating an interim application process for the review of proposed <br />Telecommunication Facilities <br /> <br />A memo from Jonathan Marshall to the Planning Commission describing the independent <br />review process <br /> <br />The minutes from the Planning Commission's October meeting where commission <br />members heard a presentation from Trigon Engineering and The Center for Municipal <br />Solutions <br /> <br />At their October meeting, the Planning and Zoning Commission voted unanimously to proceed with <br />developing an independent review process. <br /> <br />The enclosed contract is for a three-year period. It includes the consultant providing the County with a <br />model ordinance that they will amend to meet our local needs. The application review costs for a <br />proposed telecommunications facility are to be escrowed by the applicant. This means that there <br />would be no cost to the County for this service. In addition, the contract includes a prevision to cancel <br />the contract if we are not satisfied with their first review or if the consultant fails to perform under the <br />provisions of the service contract. <br /> <br />· Page 1 <br /> <br /> <br />
