Mr. Jonathan Marshall, Commerce Director, presented Petition C2004-01 (Street Namlng) by James Burnette to name an unnamed easement off Highway 200 as Huggins Road. He stated a letter from the attorney representing the Furr estate outlined some of the issues associated with the road naming, ~ncludlng the annexation of the Furr estate into the City of Locust. The long dirt road is located off Highway 200 and is referred to as a "farm road." The road provides access to a number of families, all of whom are currently addressed off Highway 200. It is difficult to provide emergency and medical services to those families due to the confusion of the addresses and the quality of the road. There have been reco~anendatlons from both the property owners and the Sheriff's Department that the road be named and the properties be addressed. Finally, Mr. Marshall stated staff does reco~nend approval of the nan~ng but with the understanding that the issues need to be cleared up to make sure the naming is being done properly. At 7:15 p.m., Chairman Freeman opened the public hearing on the naming of an unnamed easement off Highway 200 as Hugglns Road. The Notice of Public Hearing was published in THE CHARLOTTE OBSERVER (Cabarrus Neighbors) on November 30 and December 11, 2003. There was no one present to address the Board, and Chairman Freeman closed the public hearing. Mr. Hartsell explained the legal issues associated w~th the Board's authority to name the road, specifically the location of a part of the road in the City of Locust and whether or not it is a "road" as contemplated by statute. She asked the Board to hold a public hearing concerning the award of the grant and submitted a list of organizations to be represented on an Advisory Co~ani%tee to guide that study. At 7:19 p.m., Chairman Free-~an opened the public hearing and asked if anyone wished to address the Board concerning the award of the $180,000.000 Economic Recovery Grant. The notice of the public hearing was published in THE CHARLOTTE OBSERVER (Cabarrus Neighbors) on November 20 and 23, 2003. There was no one present to address the Board, and Chairman Freeman closed the public hearing. (H-3) Px~o~Smle of County~ro~ertyPumsumnt to NorthCarolina~eneral 158-7.1 - Publ/o Hear~n~ - 6:30 Mr. Jonathan Marshall, Commerce Director, stated the scheduled public hearing is for the proposed sale of three parcels of County property for economic development purposes pursuant to North Carolina General Statute 158-7.1. He presented the proposed resolutions relative to the sale of the following property: (1) Parcel A consisting of approximately one acre at the corner of Union Cemetery Road and Cabarrus Avenue; (2) Parcel B consisting of approximately 2.5 acres on Union Cemetery Road at the former Fairgrounds property; and (3) Parcel C consisting of approximately two acres at the front of the fo~mer Cabarrus County School Administrative complex on Concord Parkway.
