TO: John Day, County Manager

FROM: Steve Little, Director
Cabarrus County Parks & Recreation Department

RE: Request to Submit a NC Parks & Recreation Trust Fund Grant for Pharr Mill Road Park

DATE: January 12, 2004

Cabarrus County Parks & Recreation Department is proposing the submission of a North Carolina
Parks & Recreation Trust Fund Grant request for park development at the Pharr Mill Road Park
Site. In 2001, developers of Canterfield Estates donated 37.4 acres for a public park. This site is
adjacent to Rocky River and is heavily wooded. The direction given to the Consulting Firm was to
design proposals for passive recreational opportunities. In addition this site could be linked to the
historic Pharr Mill site and to another 12-acre tract, owned by the Water & Sewer Authority of
Cabarrus County and C. C. Griffin Middle School by way of a greenway on Rocky River.

MasterPlan/Desiqn
Cabarrus County has contracted with HadenStanziale, Inc., a recreational planning firm, to prepare
a master plan and budget cost estimates for the 37.4 acre park site. A public workshop to gather
input and recommendations from the general public was held on Thursday, January 8, 2004, at
Rocky River Presbyterian Church.

Fundinq
The North Carolina Parks & Recreation Trust Fund program provides dollar-for-dollar grants to
local governments. Recipients may use the grant to acquire land and/or develop recreational
projects that serve the general public. For the first time in 2004, the NC PARTF grant will be a
reimbursable grant.

Application Deadline
The NC PARTF grant application is due on February 3, 2004. Notification of awarding of grants will
take place mid-summer. A grant recipient has 3 years to complete development of grant elements.

Grant Basic Facts & Design Elements are attached.

If you have any questions, please contact me at 704-920-33§2. Thank you for your consideration
concerning this grant request.
