TO: John Day, County Manager <br /> <br />FROM: Steve Little, Director <br /> Cabarrus County Parks & Recreation Department <br /> <br />RE: <br /> <br />Request to Submit a Federal Land and Water Conservation Fund Grant <br />for Pharr Mill Road Park <br /> <br />DATE: January 12, 2004 <br /> <br />Cabarrus County Parks & Recreation Department is proposing the submission of a Federal Land <br />and Water Conservation Fund Grant request for park development at the Pharr Mill Road Park <br />Site. In 2001, developers of Canterfield Estates donated 37.4 acres for a public park. This site is <br />adjacent to Rocky River and is heavily wooded. The direction given to the Consulting Firm was to <br />design proposals for passive recreational opportunities. In addition this site could be linked to the <br />historic Pharr Mill site and to another 12-acre tract, owned by the Water & Sewer Authority of <br />Cabarrus County and C. C. Griffin Middle School by way of a greenway on Rocky River. <br /> <br />MasterPlan/Desiqn <br />Cabarrus County has contracted with HadenStanziale, Inc., a recreational planning firm, to prepare <br />a master plan and budget cost estimates for the 37.4 acre park site. A public workshop to gather <br />input and recommendations from the general public was held on Thursday, January 8, 2004, at <br />Rocky River Presbyterian Church. <br /> <br />Fundinq <br />The Land and Water conservation Fund (LWCF) program is a reimbursable 50/50 matching grant <br />program available to states for conservation and recreation purposes, and through the states for <br />local governments to address "close to home" outdoor recreation needs.. <br /> <br />Application Deadline <br />The LWCF grant application is due on March 31, 2004. Notification of awarding of grants will take <br />place mid-summer.
