STATE OF NORTH CAROLINA
DEPARTMENT OF JUVENILE JUSTICE AND DELINQUENCY
PREVENTION
1801 MAIL SERVICE CENTER
RALEIGH, NORTH CAROLINA 27699-t 801
TELEPHONE: (919) 733-3388

Michael F. Easley
Governor

George L. Sweat
Secretary

October 6, 2003

Mr. Robert M. Freeman
Chairperson
Cabarrus County Commissioners
250 Branchview Drive, Ste. G
Concord, NC 28025

Dear Mr. Freeman:

On behalf of Governor Michael Easley, I am pleased to announce the availability of
expansion Juvenile Crime Prevention Council (JCPC) funds for fiscal year 2003-04. In
the 2003 Session, the Governor recommended and the North Carolina General Assembly
approved an increase of $500,000 for a total state allocation to counties of $23,034,962.

A portion of the funds, $246,000, has been allocated to 82 counties by giving each county
a base amount of $3,000. It should be noted that these 82 counties received no teen court
transition funding. The remaining $254,000 is allocated to all 100 counties prorated
according to the county youth population, ages 10 to 17. A county allocation chart is
enclosed.

Counties must submit JCPC program agreements to DJJDP Area Offices prior to January
15, 2004 in order to receive these additional funds. After that date, unallocated funds will
be transferred to discretionary funds in accordance with Department Administrative
Rules. These rules may be reviewed on the Department website (www.ncdjjdp.org).

Community resources provided by Department JCPC funds are especially important to
your county and to the state as together we develop a comprehensive strategy for
preventing and reducing juvenile crime. The successful use of these funds has
contributed to a 3.4% reduction in juvenile crime over the past two fiscal years.

Physical Location: 410 S. Salisbury Street · Raleigh, North Carolina
STATE COURIER NO. 56-20-08
