ICASARRUSCOUNTYI <br /> NORT~ CAROtlNA <br /> <br />To: Cabarrus County Board of Commissioners <br /> <br />From: Kelly Sifford, AICP <br /> <br />Date: February 3, 2004 <br /> <br />Re: Community Development Funding <br /> <br />Due to incredible demand this year for housing repair services, I am requesting some <br />additional funding to meet the needs. On August 18, 2003, the Board agreed to match the <br />Urgent Repair Grant funding with $15,000 if we received funding. We were notified this <br />past Friday that Cabarrus County was not funded. This grant program would have <br />allowed us to make emergency repairs such as HVAC, electrical, roof repairs and allow <br />us to make handicap accessible modifications. The state rates applications on local need <br />data established in the 2000 Census. Cabarrus County has experienced substantial <br />economic change since the 2000 Census, however, this was not considered in the <br />formulas used by the state to evaluate applications. Due to the failure to obtain this grant <br />funding, staff is struggling to meet the needs of Cabarrus County residents. <br /> <br />We believe that the excessive demand this year is a result of the Pillowtex layoffs and <br />sustained cold weather. Many heating systems are failing due to the extreme temperatures <br />of this season. Cabarrus County received $27,972 from the state for Heating and Air <br />Repair and Replacements, but we have less than six thousand dollars left in this grant. It <br />will likely be expended by the end of February. Additionally, Cabarrus County received <br />$29,792 in the Housing and Home Improvement program in the initial funding cycle. We <br />were granted an additional $4,389 for a total of $34,181, but this program also has less <br />than six thousand dollars and it will likely be expended by the end of March. <br /> <br />Once these two funding sources nm out, we will have no funds for HVAC repairs or <br />handicap modifications until July. I would appreciate the Board's consideration of <br />providing the $15,000 that has been designated for the Urgent Repair Grant match to be <br />used for housing rehabilitation activities.
