Centralina Council of Governments <br /> <br /> Each year the Board appoints a Delegate and Alternate Delegate to <br />represent the Board On the Centralina Council of Governments Board. <br />Commissioner Privette currently serves as Delegate with Commissioner Carruth <br />as Alternate. <br /> <br /> Commissioner Carruth moved that the Delegate and Alternate remain the <br />same <br /> <br /> The Board voted unanmmously to reappoln~ Commissioner Privette as <br />Delegate and Commissioner Carruth as Alternate Delegate to the Centralina <br />Council of Governments for 2004. <br /> <br />Closed Session <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Carpenter <br />and unanimously carried, the Board moved to go into Closed Session for the <br />following purposes: To discuss personnel matter(s) as authorized by North <br />Carolina General Statute 143-318.11(a) (6); To consult with the County <br />Attorney to preserve the attorney-client privilege and to discuss pending or <br />threatened litigation as authorized by North Carolina General Statute 143- <br />318.11(a) (3); and To discuss matters relating to the location or expansion of <br />industries or other businesses in Cabarrus County as authorized by North <br />Carolina General Statue 143-318.11(a)(4). <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board moved to come out of Closed Session. <br /> <br />No action was reported from the Closed Session. <br /> <br />Discussion on Tailwa~ers <br /> <br /> Mr. Day reported that Herb Fisher had invited the Board to meet in his <br />neighborhood to discuss Tailwaggers, an animal rescue operation, which <br />located on Highway 200 near Mr. Flsher's home. Residents in that area have <br />filed a number of complaints, including barking dogs, smell, etc., about <br />Tailwaggers. By consensus, the Board agreed for Commissioner Carpenter and <br />staff to meet with Mr. Fisher and others in the community to make sure <br />everything is being done before the issue is brought before the Board. <br /> <br />Recess of Meetin~ <br /> <br /> There being no further business to come before the Board, Chairman <br />Freeman recessed the meeting at 8:35 p.m. until 6:30 p.m. on January 13, <br />2004, in the Cabarrus Room ~t the Arena and Events Center, 4751 NC Highway 49 <br />N, Concord. <br /> <br />Clerk to the Board <br /> <br /> <br />
