Little, Director <br />Cabarrus County Parks and Recreation Department <br /> <br />Subject: <br /> <br />Recommended Revisions in the Cabarrus County Parks and Recreation <br />Matching Incentive Grants Program <br /> <br />Per formal request on September 15, 2003, by the Cabarrus Cou. nty Board of <br />Commissioners for the Cabarrus County Parks and Recreation Commission to review <br />the project priority scoring system/guidelines for the Cabarrus County Matching <br />Incentive Grants program, Cabarrus County Parks and Recreation Commission has <br />recommended the attached revisions. Proposed changes/revisions are underlined and <br />new attachments are noted in the back. A copy of the current guidelines is also <br />attached for your review. <br /> <br />Recommended revisions in the Cabarrus County Matching Incentive Grants Program <br />are extended to help ensure quality improvements to Recreational Opportunities <br />throughout Cabarrus County. These revisions are utilized to answer questions, identify <br />the responsibilities, and to provide concise information to all project part.ne, rs (Boards of <br />Education, Municipalities, Parks and Recreation Department staff and Commission). <br />Most of the revisions are for clarification of existing guidelines and the additions are for <br />justification and scoring. Following are the major changes that are recommended: <br /> <br />· Implement a comprehensive Matching Incentive Grants Scoring System based on <br /> philosophy and direction determined by Cabarrus County Board of Commissioners. <br />· Under eligibility requirement, allow renovations/replacement of current facilities on <br /> elementary school/park and park sites. <br />· Require that all park projects must be consistent with the Parks and Recreation <br /> Department long range plans. <br />· Require grant contractors to purchase builders risk insurance for all projects. <br />· Encourage public involvement in developing plans for the proposed projects and <br /> reward scoring points for public involvement. <br /> <br /> <br />
