January 28, 2004

Mr. Robert M. Freeman, Chairman
Cabarrus County Board of Commissioners
250 Branchview Drive, NE - Suite G
Concord, NC 28025

Dear Robert:

Commissioner Carpent. er has indicated that there is some possibility for
Harrisburg to have some input into the specifications for estabhshment of a
transitional zoning area in the un-incorporated areas on .the East and South
sides of Harhsburg.

Our Board is keenly interested in this oppommity, sin~e we need the help of
the Commissioners to prevent excessive density growth in the surrounding
area. It seems apparent that the County will not adopt the Unified
Development Ordinance as was originally expected, and we need this
compromise to develop the Harrisburg community in a manner consistent
with our Town plans. ~ ~

We join with the other Municipalities in requesting prompt action to
develop this gansitional zoning plan. We believe the plan might be
somewhat different for each jurisdiction, and will welcome the opportunity
to provide input for Harrisburg as the work is continuing. Thank you for the
oppommity to present our request for involvement. We look forward to an

Carl L. Parmer, Town Administrator

5125 Highway 49 South

P.O.
