Policy to Require Development Within a Five-Year Annexation Area to <br /> Meet City Development Standards <br /> <br />Basis of Policy <br /> The Concord City Council adopted a goal in 2001 to pursue a procedure that would apply <br /> City development standards to projects outside the city limits that would become City utility <br /> customers. The basis of the goal is the likelihood that the City will annex such properties and <br /> face the burden of maintaining public facilities such as streets, water lines and sewer lines <br /> that do not meet City standards, or have to install public facilities that were not required at all. <br /> <br />New residential and non-residential development projects, which will be utility customers of <br />the City of Concord, will be required to meet the certain development standards set forth in <br />the Unified Development Ordinance. Cabarms County Planning staff will partner with City <br />of Concord Planning staff in implementing the policy. <br /> <br />· The Cabarms County Board of Commissioners wish to continue adopted agreements <br /> that the City of Concord shall supply utility services to defined areas outside the City <br /> Limits, yet understand the need for development within a five-year annexation area to <br /> meet certain infrastructure standards of the City. <br /> <br />· The Cabarrus County Board of Commissioners adopted a policy in 2003 to define <br /> how new development shall be reviewed based on the adequacy of public school <br /> facilities. It is their goal that this policy be enforced County-wide. <br /> <br />Projects Exempt from City Development Standards Review <br />· Projects in the Cabarms County zoning jurisdiction, with Preliminary Plats or site <br /> plans approved by Cabarms County, and with Engineering Construction Drawings <br /> approved, and such approval accepted by Cabarrus County prior to March 28, 2003. <br /> <br />Projects Subject to City Development Standards Review , , <br />· Projects in the Cabanas County zoning jurisdiction with Preliminary Plats approved <br /> by Cabarms County prior to March 28, 2003, but without Engineering and <br /> Construction Drawinga approved. <br /> Projects in the Cabarms County zoning jurisdiction with no Preliminary Plats <br /> approved. <br /> <br />Development Standards to Which Projects Within the Five Year Annexation Area <br />Will be Subject: <br /> <br />The following road improvement standards shall apply: <br /> <br />Sidewalks shall meet the construction standards of the LIDO and be installed <br />based on development density. For residential developments with gross density <br />less than 1 unit per 2 acres no sidewalks shall be required, for development with <br /> <br /> <br />
