attorney. The second attorney would be responsible for the child support work <br />currently done under contract and also spend a major portion of time doing work <br />for child welfare services. The salary and benefit cost of a second full-time <br />staff attorney is estimated at approximately $72,754.00 <br /> <br /> Commissioner Prlvette, Commissioner member of the Social Services Board, <br />reported the Social Services Board had unanimously agreed to the request as the <br />members felt it was the best use of taxpayer funds. <br /> <br /> Chief District Court Judge William G. Hamby, Jr., spoke in support of the <br />second staff attorney position. He stated that contract legal sez~zices have been <br />excellent but that a second staff attor~aey dealing with child welfare cases would <br />improve efficiency in the use of court time. <br /> <br /> Mr. Day, Mr. Hartsell, Mr. Cook and Judge Hamby responded to a number of <br />questions by Commissioner Carpenter regarding insurance issues associated with <br />the staff attorney posltlon. It was noted that the staff attorney would be an <br />employee of the County, thus representing Cabarrus County rather than the <br />parents. <br /> <br /> ~ON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs and <br />unanimously carried, the Board approved the second attorney position at the <br />Department of Social Services -and adopted the following budget amendment <br />appropriating funds for that position. <br /> <br /> BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF Social Services <br />AMOUNT. $22,444 00 <br />TYPE OF ADJ~JSTMENT: Transfer Between Departments/Funds <br />PURPOSE OF REQUEST: To establish an Attorney Position Number 610005 as of <br />February 20, 2004. The <br />Attorney will handle child support cases and support the current attorney in <br />child welfare issues. The position will be allocated 75% in the Child Welfare <br />Services and 25% to the Child Support Program. The position will not generate <br />additional revenues. He stated the <br />Planning and Zoning Commission had requested an outside agency to review those <br />applications due to the technIcal issues involved with that type of facility The <br />cost of those servmces would be borne entirely by the applicant Mr. Lentz also <br />presented a proposed Resolution adopting an Interim Application Process for <br />w~reless telecommunmcations facilities. <br /> <br /> Mr Mlckey Williams, with Trlgon Engineering and representing The Center <br />for Municipal Solutions, presented background information on Trigon and the <br />engineering expertise it would provide in reviewing the wireless <br />telecommunications facility applications, including propagation studies, RF <br />emissions, structural integrity of the tower, etc He explained company <br /> <br /> <br />
