, ~ ., ~ ~,~ ~'~ <br />January 31, 2004 ~ " ,, ~] Page 359 <br /> <br />Transportation/Roads <br /> <br /> The Board briefly discussed issues associated with transportation, <br />including the following: (1) Start-up of the local transit service; (2) <br />Ridership on the express bus system between Concord and Charlotte; (3) Need <br />to develop alternative methods of transportation other than the automobile <br />due to the impending decision by the Environmental Protection Agency as to <br />whether Cabarrus County is a non-attainment area; and (4) Need for new roads. <br /> <br />Count7 Attorney <br /> <br /> Chairman Freeman introduced discussion of hiring a full-time County <br />Attorney He stated the County's need for a full-time attorney and for the <br />Board to make a decision at this time concerning this position. <br /> <br /> Commissioner Privette made a motion, seconded by Vice Chairman Suggs, <br />to hire Marllyn Porter as the full-time County Attorney effective February <br />16, 2004 <br /> <br /> Commissioner Carpenter commented on the County Attorney position and <br />the qualifications of the five candidates that were interviewed. She made a <br />substitute motion for Fletcher Hartsell to remain as County Attorney, to <br />bring Michael Burgher in to work as staff attorney and for the Board to <br />review the situation after 18 months to see if Mr. Burgner is ready to become <br />the County Attorney <br /> <br /> Commissioner Carruth seconded the substitute motion by Commissioner <br />Carpenter. He presented comments concerning the number of important Issues <br />facing Cabarrus County and the need for a longer transition period in <br />breaking the relationship with Mr. Hartsell <br /> <br /> After discussion, the Board voted on the substitute motion by <br />Commissioner Carpenter and seconded by Commissioner Carruth. The motion <br />failed with Commissioners Carpenter and Carruth voting for and Commissioner <br />Prlvette, Vice Chairman Suggs and Chairman Freeman voting against. <br /> <br /> The motion by Commissioner Prlvette, seconded by Vice Chairman Suggs to <br />appoint Marilyn Porter as the full-time County Attorney effective February <br />16, 2004, was approved with Commissioner Privette, Vice Chairman Suggs and <br />Chairman Freeman voting for and Commissioners Carpenter and Carruth voting <br />against. <br /> <br />Appreciation to Mr. McCoy <br /> <br /> The Board thanked Mr. McCoy for his excellent ]ob in facilitating the <br />Retreat. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, Chairman <br />Freeman adjourned the meeting at 2:10 p.m. <br /> <br />Clerk to the Board <br /> <br /> <br />
