County Manager's Office

Memo

To:
From:
Date:
Re:

Board of Commissioners (~
John Day, County Manage~
March 15, 2004 ~

Update on the Community Committee on Education Capital Planning and Financing

The following appointments have been made to the committee referenced above:

Concord-Kannapolis Ministerial Association: Rev. Michael Kurtz
Cabarms County Building Industry Association: Holly Blackwelder
Chamber of Commerce: Mayor Scott Padgett
Cabarrus County Association of Realtors: Ray Fry
Cabarrus County Council on Aging: Judy Graeber
Boys and Girls Club of Cabarms County: Jimmy Campbell

The Cabarrus County Community Development Corporation Board of Directors meets this
Thursday and will consider appointing one of its members then. Ms. Mack, the CDC's
executive director, plans to contact me Friday morning to report the name of that
organization's appointee.

ARer the committee's membership is complete, county staffwill assist it in setting its first
meeting date.

You'll recall the charge you gave the committee: To review the capital plans of county public
education institutions, discuss and consider alternatives and prepare a recommendation for the
Board of Commissioners that includes a long-term capital and financing plan. County staff
will assist the committee in that effort by presenting it with county government financial data
(including education and school debt spending), general population and student population
projections, capacity and enrollment data for individual schools, the capital plans prepared by
the school systems and RCCC, county economic data and planning and zoning information.

The charge of the committee is broad. In fact, there are no limits on what it may take into
consideration in the execution of its task. I expect it to consider everything fi.om tax burden to
the implications of current zoning throughout the county and all its municipalities.

Cabarrus County · 65 Church Street, South · PO Box 707 · Concord, NC 28026
Phone. 704-920-2895 · FAX 704-920-2820 · www cabarruscounty us
