Little, Director <br />Cabarrus County Parks and Recreation Department <br /> <br />Subject: Recommended Fiscal Year 2004-2005 Fees and Charges Policy <br /> <br />Attached is the recommended FY 2004-2005 Fees and Charges Policy for the Cabarrus <br />County Parks and Recreation Department. The policy explains the purpose, the <br />method of charging fees, the need, the fees schedule and special consideration for <br />variances. As established in the Fees and Charges Policy, the fees schedule and <br />policies are reviewed and updated annually. <br /> <br />Following are additions to and changes in the current policy: <br /> <br />1) Currently, Cabarrus County waives park fees to school groups Monday - Friday 8:00 <br /> a.m. - 4:00 p.m. At all other times, the normal fees/charges apply. Recommended <br /> is the following: no charges or fees will be assessed by either party for use of <br /> schools and park facilities. (Budget amount of $5,000 for the use of Cabarrus <br /> County Schools was eliminated in FY 2004-2005.) Any consumable materials, <br /> special supervision or cleanup/maintenance shall be paid by the associated group <br /> for the requested facilities. <br /> <br />2) In the past, our Department utilized a "no refund policy" that required the citizens to <br /> take a credit for a future program or park reservation instead of a full refund. Due to <br /> public demand, the Department implemented a refund policy for advance payment <br /> for park/program participation fees. Since our policy has changed and the <br /> Department is giving refunds, we are recommending a cancellation or processing <br /> fee for park reservations. Our recommendation is to charge a 25% cancellation or <br /> processing fee if a park reservation is cancelled in less than 14 days before the <br /> <br /> <br />
