The developer has agreed to <br /> donate $1,008.00 per lot to advance the adequacy of public schools The Pier,hang <br /> and Zoning Commission approved the subdivision on January 15, subject to Hayden <br /> McMahon Development entering into a Consent Agreement with the County <br /> <br /> ~ON MOTION of Commissioner Privette, seconded by Commissioner Carpenter <br /> and unanimously carried, the Board approved the Consent Agreement between <br /> Cabarrus County and Hayden McMahon Development for the Peach Orchard Estates <br /> Subdivision, including the payment of $1,008.00 per lot to advance the adequacy <br /> of public schools, with payment to be made at the issuance of building <br /> permitting. <br /> <br /> (F-13) Cri~nal ~ustice ~ar~nership Pro,ram (C0~P) Grant A~lication and Contrac~ <br /> for Services wi~h Carol£ne Addiction end Recover}, Env£ro---~n~ (C~RE) for <br /> intensive and Reeler Outpatient Substance Abuse Treatment Services to Off~nd~rs <br /> Re~erred by Courts <br /> <br /> The Crmminal Justice Partnership Program (CJPP) Advisory Board has <br />requested authorization to submit a grant application to the State for continued <br />CJPP funding of 8115,231.00. The Advisory Board has also recomrflended the approval <br />of the contract for FY 2004-2005 with Carolina Addiction and Recovery Environment <br />(CARE) for outpatient substance abuse treatment servic6s with a rate increase <br />from $14.50 per individual group hour to $20.00 per individual group hour. This <br />is the firs= ra~e increase since CARE began providing services in mid-2001 and <br />is one of =he lowest rates in the area. Funding is provided by the North <br />Carolina Department of Corrections Criminal Justice Partnership Program. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Co~issioner Carpenter <br />and unanimously carried, the Board authorized the County Manager to submit the <br />FY 2005 Criminal Justice Program Partnership Program ~ran= Application and <br />approved =he contract with Carolina Addiction and Recovery Environment (CARE) at <br />the rate of $20.00 per individual group hour, subject to revisions by the County <br />Attorney Further, the Board authorized the County Manager to sign the grant <br />application and contract on behalf of Cabarrus County. <br /> <br />(F-14) Resolutio~ Authorizin~ the Filin~ Of an Application for Approval of a <br />Financin~ A~reeme~t as Authorized by NC General Statute 160A-20 (Rowan-Cabarrue <br />ComanAnity College Cr£tical Needs) <br /> <br /> On January 31, 2004, the Board discussed the cra=ica1 needs at Rowan- <br />Cabarrus Community College (RCCC) and the importance of this educational resource <br />to ~he immediate economic welfare of the community. The Board ye=ed unanimously <br />to borrow money =0 pay for an addmtional parking lot at RCCC'8 South Campus, <br />renovations and equipment for the new business center aC the old school <br />administration building, and design fees for a third building on =he South <br />Campus. <br /> <br /> ~ON MOTION of Commissioner Privette, seconded by Commissioner Carpenter <br />and unanimously carried, the Board of Commissioners adopted the following <br />Resolution to initiate the process of financing the critical need8 at Rowan- <br />Cabarrus Community College. <br /> Resolution No. 2004-08 <br /> <br /> RESOLUTION AUTHORIZING ~E FILING OF ;uN APPLICATION <br /> FOR APPROVA/~ OF A FIN~/~CING AGREEMENT AL~rHORIZED BY <br /> NORTH C~OLINA GENER~ STA~OTE 160A-20 <br /> <br />WHEREAS, the Board of Commissioners of Cabarru8 CounCy, NotCh Carolina desires <br />=o construct an additional parking lot on the south campus of Rowan-Cabarrus <br />Community Collego (RCCC), renovate and equip the old school administration <br />building for the new business center of RCCC, and obtain a design for a third <br />building on the south campus of RCCC, (the "Project"), to better serve the <br />citizens of Cabarrus County; and <br /> <br />WHEREAS, the Board of Commissioners of Cabarrus County desires to finance =he <br />Project by the use of an installment contract authorized under North Carolina <br />General Statutes Section160A-20; and <br /> <br /> <br />
