In providing the RGP service, systems should continue to utilize the <br />following service modes based on the definition of a general public rider. <br /> <br />(1) Subscription - Trip is arranged by private individual, advocate, or group not <br />affiliated with a human service agency (i.e. civic organization). Individual, <br />advocate or group pays one hundred percent (100%) of the fare in cash or pre- <br />purchased ticket or token. <br /> <br />(2) Demand response (dial-a-ride) - Trip is arranged by private individual, <br />advocate or group not affiliated with a human service agency (i.e. civic <br />organization). Individual, advocate or group pays one hundred percent (100%) of <br />the fare in cash or pre-purchased ticket or token. <br /> <br />(3) Deviated f'rxed route - Regtilarly scheduled route with designated stops, <br />which is accessible to anyone, not solely on space-available basis. Rider pays one <br />hundred percent (100%) of fare in cash or pre-purchased ticket or token. <br /> <br />Allocation Methodology <br /> <br />A total of $9,938,841 (including unexpended and carry-over EDTAP and RGP funds) in <br />operating assistance for the three programs is provided through a formula allocation (see <br />Appendix F-FY 04-05 ROAP Allocation Table). This represents $5,638,841 for EDTAP, <br />$1,000,000 for Work First/Employment and $3,300,000 for RGP. Please note that each <br />county has received an allocation representing the total of the allocation for the three <br />programs with the exception that those counties not providing transportation services to <br />the general public were not provided a RGP allocation. The following previously utilized <br />formulas were used to determine the county allocation for the three programs. <br /> <br />EDTAP: 50% divided equally among all counties; <br /> <br />22 ½ % based upon the number of elderly (60+ years) residents per <br />county as a percentage of the state's total elderly population; <br /> <br />22 aA % based upon the number of disabled residents per county as <br />a percentage of the state's total disabled population; and <br /> <br />5% based upon a population density factor that recognizes the <br />higher transportation costs in rural, sparsely populated counties. <br /> <br />Work First/ <br />Employment: <br /> <br />10% divided equally among all counties; <br /> <br />45% based upon the population of each county as a percentage of <br />the total state population*; and <br /> <br /> <br />
