Cabarrus Economic Development, Inc.

Marketing Plan

2003~2004

During the 2003/2004 fiscal year, the Board of Directors of Cabarrus Economic
Development, Inc. agreed that several marketing initiatives be considered as a way to
better position Cabarrus County to attract new business and retain existing business.
This is a departure from the traditional passive marketing approaches of the past.

The North Carolina Department of Commerce and the Charlotte Regional Partnership
are o ur primary a Ilies i n t he marketing o f Cabarrus County t o new businesses. The
current Business Retention and Expansion program is the primary marketing activity
directed toward expanding local businesses.

Utilizing the resources of our three primary allies and supplementing these activities
from our own marketing budget, the following activities are presented as the marketing
strategy for the coming fiscal year.

It is important to understand that some of these allied-sponsored activities are restricted
to a certain number of participants, and it is unlikely that we can participate in every
event. It is our intention to campaign aggressively for inclusion into all of the events
approved by the EDC Board with the intention of participating in as many as possible.

When we partner with the Charlotte Regional Partnership on international or domestic
missions, we are responsible for only the cost of hotels. Under the present travel policy,
the Partnership covers airfare, ground transportation, meals, and the cost of any events
associated with t he mission. When w e partner with t he State of North Carolina, the
participants typically cover the cost of the mission. If it is a joint mission with the State
and the Partnership, the Partnership will usually cover the participant expenses in line
with Partnership policy.

TARGET INDUSTRY CONTACTS

The Cabarrus EDC will undertake or participate in an analysis of the target industries
recommended by the Lockwood Greene study to determine the leading firms in those
industries and the plans those companies have for capital expansion during the next
five years. We will utilize the Partnership's research capabilities, industry associations,
CoreNet contacts, the target industry work of the NCDOC, and other resources in
determining which specific companies within industry categories to approach.
