It is based on <br />histo:ical data. The model was developed in 1999, before the most recent drought, so a few minor <br />changes to the plan were made to account for the severity of the drought in 2001-2002. The <br />changes simply consist of'stricter water use requirements during different stages of drought. <br /> <br />Stage I - Continuing Voluntary Conservation Practices <br /> No changes made as a result of the 2001-2002 drought. <br />Stage II - Voluntary Conservation -. <br /> No changes made as a result of the 2001-2002 drought. <br />Stage III - Moderate Mandatory Conservation <br /> 2002 changes include the mandatory 30% reduction in industrial, manufacturing, and <br /> commercial water use.
