The Board of Commissioners for the County of Cabarrus met in recessed session with the Harrisburg Town Council at the Harrisburg Town Hall, 4100 Main Street, Suite 101, in Harrisburg, North Carolina on Monday, March 29, 2004, at 6.00 p.m. Present - Chairman: Robert M. Freeman Vice Chairman: Rlchard D. Suggs Commissioners: Carolyn B. Carpenter Robert W. Carruth Coy C Privette Also present were John D. Day, County Manager; Mike Downs, Deputy County Manager for Operations; Pam Dubois, Deputy County Manager for Administration, Marilyn D. Porter, County Attorney; Jonathan Marshall, Commerce Director; Frankie F. Bonds, Clerk to the Board; and Kay Honeycutt, Deputy Clerk to the Board; Officials from the Town of Harrisburg present for the meeting were as follows: Mayor Timothy Hagler; Mayor Pro Tem Jean Bradley; Council Members Mike Brown, Phil Cowherd, Mark Martin, Bill Williams, Tom Huntley and Jack Roden; Carl Parm%r, Town Administrator, and Linda Kee, Town Clerk After dinner, Mayor Tim Hagler called the Harrisburg Town Council meeting to order at 7:06 p.m. and asked Commissioner Privette to give the invocation. Chairman Freeman called to order the meetlng of the Board of Commissioners at 7:07 p m. He thanked the Harrisburg Town Council for the dinner and congratulated the Town on being the fastest growing municipality in Cabarrus County. Mayor Hagler stated the purpose of the meeting was for discussion by the two Boards concerning transitional zoning and any other issues. Transitional Zoning and Harrisburg Land Use Plan Mr. Marshall reviewed the Harrisburg Area Zoning Map and the Harrisburg Land Use Map. HS explained the zoning classifications of property within the Town and its extraterritorial jurisdiction (ETJ} area. Also, he pointed out the unincorporated area on the east and south sides of the Town is zoned Medium Density Residential (MDR). Two (2) units per acre are allowed in the Town's jurisdiction while four and one-half (4 5) units are allowed in the County's MDR district Finally, Mr Marshall advised that the zoning in Harrisburg and surrounding area matches the current Harrisburg Land Use Plan. Town Council members stated their desire to see a maximum of three units per acre in the MDR areas adjacent to the Town. They stated the Town would eventually annex that property and expressed concern that the development woul4 not match the Town's standards in regards to density and infrastructure. There was lengthy discussion regarding the establishment of a transitional zoning area around Harrisburg. Issues addressed included the following. (1) growth in the Harrisburg area; (2) density and development standards in the transitional zoning areas that would be closer to those an the Town of Harrisburg; (3) ETJ areas; (4) future annexation of the property by the Town; and (5) concerns by some Board members regarding the placement of the Town's standards on property located outside the municipality. There was also discussion regarding the Harrisburg Land Use Plan, including the changes that have occurred since its adoption and the need to revisit that Plan. Property owners would have the opportunity to participate in the process to update the Plan and help determine the vision and future of the Harrisburg area The Harrisburg Town Council voted unanimously to review the Harrisburg Land Use Plan. UPON MOTION of Commissioner Carruth, seconded by Commissioner Carpenter and unanimously carried, the Board directed staff to review the Harrisburg Land Use Plan in conjunction with the Planning and Zoning Commission and the Harrisburg Town Council As liaison to the Town of Harrisburg, Commissioner Carpenter thanked the Town Council for hosting the meeting. She stated the importance of the County and the Town keeping communications open.
