The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, February 16, 2004, at 6 30 p.m. Present - Chairman: Robert M. Freeman Vice Chairman: Richard D. Suggs Commissioners. Carolyn B. Carpenter Robert W. Carruth Coy C. Prlvette Also present were John D. Day, County Manager; Mar~lyn D Porter, County Attorney; and Frank~e F. Bonds, Clerk to the Board. Chairman Freeman called the meeting to order at 6:30 p.m. Girl Scout Junior Troop 723 of Forest Hill United Methodist Church conducted the Flag Ceremony. Scouts participating in the ceremony were: Jackle Almeter, Katherine Barnett, Meghan Furr, Kira Garcia, Jennifer Gardner, Sara Grace Holbrooks, Karln Lord, Meridith Moore, Carllsle Sheridan and Ashlelgh Stallworth Dr. James Strickland of Sharon Baptist Church gave the invocation. Chairman Freeman introduced Ms. Porter who began employment this date as the first full-time in-house County Attorney for Cabarrus County. (A) APPROVAL OR CORRECTION OF MINUTES UPON MOTION of Commissioner Pr~vette, seconded by Commissioner Carpenter and unanimously carried, the Board approved the minutes of December 22, 2003 (Recessed Meeting), January 13, 2004 (Recessed Meeting), January 24, 2004 (Recessed Meeting) and January 26, 2004 (Recessed Meeting) as written. (B) APPROVAL OF THE A~EI~DA UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board approved the Agenda with the following changes. Addition of Resolution to Item C-3 (Recognltlon of Matthew Rich and the "One Tree at a Time" Project), Revised Resolution authorizing the filing of an application for approval of a financing agreement to replace the Resolution included in the Agenda (Item F-14); Addition of the following items to Old Business. E-2 - Update on Committee Meeting regarding School Funding Issues (Commissioner Carruth) and E-3 - Update on the Animal Control and Preservation Task Force (Commissioner Carpenter); and Addition of a Closed Session to discuss personnel matters. (C) RECOGNITIONS AND PRESENTATIONS (C-1) Reco~nition of Lieutenant Joe B. Shua, Jr., on his Retirement from the Cabarrus Count7 Sharlff's Department Sheriff Brad Riley recognized Lt. Joe Shue, Jr., on his recent retirement. Lt. Shue began employment with Cabarrus County Emergency Medical Services on May 1, 1974, and transferred to the Sheriff's Department on December 15, 1982. He retired as the L1eutenant over the Animal Control D~v~s~on on January 31, 2004. On behalf of the Board of Commissioners, Chairman Freeman presented Lieutenant Shue a plaque in appreciation for his 30 years of service to Cabarrus County and 1ts citizens. Board members thanked Lt. Shue for a job well done. (C-2) Recognition of David Goforth, Cooperative Extension Agent, on Receivin~ the Distin~uished Service Award from the National Association of County A~ricultural Agents Deborah G. Bost, County Extension Director, recognized David Goforth, Extension Agent with the North Carolina Extension Service (Cabarrus County Center), who recently received a Distinguished Service Award from the National Association of County Agricultural Agents. Mr. Goforth has served Cabarrus County for 18 years and conducts the local horticultural education program. Board members congratulated Mr. Goforth on his award and commended him on h~s service to the c~tlzens of Cabarrus County (C-3) Recognition of Matthew Rich and the "One Tree at a Time" Pro~ect Commissioner Carruth recognized Matthew Rich for a presentation regarding the "One Tree at a T~me" project.
