DRAFT <br /> <br />COMMUNITY COMMITTEE ON EDUCATION <br />CAPITAL PLANNING AND FINANCING <br /> <br />MINUTES <br /> <br /> MARCH 31, 2004, 5:00 P.M. <br /> MULTIPURPOSE ROOM <br />GOVERNMENTAL CENTER, 65 CHURCH STREET, SE, CONCORD, NORTH CAROLINA <br /> <br />Committee Members Present: Holly Blackwelder, Cabarrus County Building Industry Association; Jimmy <br />Campbell, Boys & Girls Club; Ray Fry, Association of Realtors; Judy Graeber, Council on Aging; Rev. <br />Michael Kurtz, Concord-Kannapolis Ministerial Association; Louise Mack, Community Development <br />Corporation; and Scott Padgett, Chamber of Commerce. <br /> <br />Cabarrus County Staff Present: John Day, County Manager; Mike Downs, Deputy County Manager for <br />Operations; Pam Dubois, Deputy County Manager for Administration; Susan Fearrington, Assistant <br />Finance Director; Jonathan Marshall, Director of Commerce; Susie Bonds, Clerk to the Board; and Kay <br />Honeycutt, Deputy Clerk to the Board. <br /> <br />Others Present: Dr. Jo Anne Byerly, Kannapolis City Schools Superintendent; Will Crabtree, Director of <br />Business Operations, Kannapolis City Schools; Dr. Harold Winkler, Cabarrus County Schools <br />Superintendent; Tim Foley, Vice-President, Rowan-Cabarrus Community College; Ronnie Glassberg, <br />Charlotte Observer (Cabarrus Neighbors); and Michael Roessler, Independent Tribune. <br /> <br />CALL TO ORDER: <br />Mr. Day called the meeting to order at 5:30 p.m. following dinner. <br /> <br />INTRODUCTIONS: <br />Introductions were made. <br /> <br />DISCUSSION OF THE CHARGE TO THE COMMITTEE: <br />Mr. Day reviewed the population segment each committee member represents and read the following <br />charge to the committee by the Board of Commissioners: "To review the capital plans of county public <br />education institutions (Cabarrus County Board of Education, Kannapolis City Board of Education and <br />Rowan-Cabarrus Community College), discuss and consider alternatives and prepare a recommendation <br />for the Board of Commissioners that includes a long-term capital and financing plan." He outlined various <br />tasks of the committee that will include the review of the schools' capital plans, recommendations for new <br />schools and/or renovations and how to pay for them. In addition, Mr. Day said the committee would be <br />asked to consider a broader area of concern for the community, including growth and such land use issues <br />as density and development. <br /> <br />ELECTION OF CHAIR AND VICE CHAIR: <br />Mr. Day opened the floor for nominations for Chairman. Mr. Campbell nominated Holly Blackwelder and <br />Ms. Graeber seconded the nomination. Ms. Blackwelder was unanimously elected. <br /> <br />Mr. Day turned the meeting over to Ms. Blackwelder, who called for nominations for Vice Chairman. <br /> <br /> <br />
