(CED), <br />updated the Board on current economic development pro3ects, including Stanley <br />Tools, Prairie Packaging, Perdue Farms, National Tour and a furniture <br />manufacturer that plans to go into the old Terry Products building He also <br />explained the process of turning a ~lead" into an "A" list client and <br />discussed the County's current unemployment rate of 9.1 percent. Mr. Ewing <br />reported that in 2004 the CED has received 95 inquiries through Aprll 19~h as <br />compared to 143 inquiries for the calendar year 2003. <br /> <br /> Vice Chairman Suggs congratulated Mr. Ewing on his new position with <br />Union County and thanked him for all his efforts for Cabarrus County. <br /> <br />(G-4) Regional Drought Management Plan <br /> <br /> Jonathan Marshall, Commerce Director, reported the 1998-2002 drought <br />was the most severe in the last 103 years of reporting. He said the Board of <br />Directors of the Water & Sewer Authority of Cabarrus County (WSACC) had <br />adopted a Regmonal Drought Management Plan and requested that the elected <br />boards of Concord, Harrisburg, Kannapolis, Mt. Pleasant and Cabarrus County <br />also adopt this plan. <br /> <br /> ~IPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board adopted the following: <br /> <br /> Resolutxon No 2004-12 <br /> <br /> RESOLUTION FOR ADOPTION OF <br /> A REGIONAL DROUGHT MANAGEMENT PLAN <br /> <br /> WHEREAS, the Board of Directors of the Water and Sewer Authority of <br />Cabarrus County (WSACC) adopted a Regional Drought Management Plan ("Plan") <br />at its meeting on February 19, 2004; and <br /> <br /> WHEREAS, the purpose of the Plan is for the protection of all water <br />supply reservoirs and water systems within Cabarrus County during drought <br />condztions; and <br /> <br /> WHEREAS, Black and Veatch, Inc., Engineers, prepared the Plan, which <br />has been approved by the staff of Concord, Kannapolis and WSACC, the North <br />Carolina Department of Environment and Natural Resources, Division of Water <br />Resources and other appropriate agencies; and <br /> <br /> WHEREAS, the Plan includes safe yields and drought operation curves for <br />Lake Don T. Howell, Kannapolis Lake, Lake Fisher, Lake Concord and Black Run <br />Reservoir. <br /> <br /> WHEREAS, the WSACC Board of Directors has requested that the governing <br />boards of the City of Concord, City of Kannapolis, Cabarrus County, Town of <br />Harrisburg and Town of Mt Pleasant also adopt the Plan. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Cabarrus County Board of <br />Commlssloners that the Regional Drought Management Plan, which defines the <br />operatzon of all water supply reservoirs and water systems within Cabarrus <br />County, during drought conditions, is hereby adopted as submitted by the <br />WSACC Board of Directors. <br /> <br />Adopted this the 19th day of April, 2004. <br /> <br /> <br />
