The State of North Carolina considers central <br />sewage disposal systems to be "Public Systems". For the purposes of these <br />regulations the following distinctions are made: <br /> <br />a. "Public Sewage Disposal System" shall mean a single system of <br /> sewage collection, treatment, and disposal owned and operated <br /> by a sanitary district, a water and sewer authority or district, <br /> a county, or municipality or another public utility. <br /> <br />"Community Sewage Disposal System" shall mean a privately <br />owned central sewage disposal system or a system owned by a <br />community association. <br /> <br />On-Site Sewage Disposal System - a septic tank or similar installation on an <br />individual lot which utilizes an aerobic bacteriological process or equally <br />satisfactory process 'for the elimination of sewage and provides for the <br />proper and safe disposal of the effluent, subject to the approval of health <br />and sanitation officials having jurisdiction. <br /> <br />Subdivider - any person, firm or corporation who subdivides or develops any land <br />which is a subdivision as herein defined. <br /> <br />Thoroughfare - any street designated on the adopted County or KcnlcconCabarrus <br />- Rowan Metropolitan Planning Organization Thoroughfare Plan. [See definition for <br />"Road]. <br /> <br />Thoroughfare Plan - the map and attendant documents approved by the <br />F, anlaconCabarrus - Rowan Ivlpo member jurisdictions or in the case of the County <br />Thoroughfare Overlay Zone contained in Chapter 4, Part III of the Cabarrus County <br />Zoning Ordinance approved by the Cabarrus County Board of Commissioners. The <br />adopted Thoroughfare Plans are incorporated in this document by reference. <br /> <br />Urban Growth Area - that part of the County characterized by medium to high <br />density growth. Typically these are areas that will become incorporated at some <br />time and are included within an adopted area of consideration. This area may also <br />be defined by the County MDR zoning district or HDR. <br /> <br />Water System (Public) - shall mean a county, municipal, sanitary district, water and <br />sewer authority or district owned system for the provision to the public of piped <br />potable water for human consumption. <br /> <br />101 <br /> <br /> <br />
