The subdivider shall provide for adequate drainage of all surface water. The purpose of <br />the stormwater system is to control flooding and remove runoff from an area fast enough <br />to avoid unacceptable amounts of ponding, damage, or inconvenience. Modifications of <br />streams and other natural water courses is prohibited unless approved by the North <br />Carolina Department of Environmental Health and Natural Resources and the Army Corp <br />of Engineers. Points of interception of runoff shall be frequent enough to avoid heavy <br />concentrations in any one system and to eliminate or minimize any flooding. Points of <br />discharge shall be within the site unless otherwise approved by the Planning and Zoning <br />Commission and adjoining property owners. The subdivider shall provide <br />retention/detention devices as may be applicable. Drainage calculations shall be based on <br />a five year frequency in agricultural and residential areas if greater than two acre lots, <br />with all others designed at a 100 year storm for on site drainage and a 25 year storm for <br />through site drainage. Minimum pipe size shall be 15 inches diameter. Velocities in storm <br />sewer, when flowing full at average peak flows, shall not be less than 2.0'/sec. nor <br />greater than 20.0'/sec. <br /> <br />Cabarrus County prefers Low Impact Development (LID) techniques as a way to <br />handle storm w~ter flow that results from development activity and will accept <br />proposals for storm water facilities that meet currently accepted LID practices. <br /> <br />Section 66-7410. Water and sewer systems <br /> <br />Private wells and septic tanks must be approved by the Cabarrus County <br />Health Department. <br /> <br />Water and sewerage systems which do not include individual wells and <br />septic tanks are subject to the following: <br /> <br />__Al. Connection to a public water and sewerage systems shall be in <br /> accordance with the policies and regulations of the Cabarrus County Water <br /> and Sewer Authority Board. <br /> <br />__B2.
