A right-of-way maintenance agreement must be recorded in the <br />office of the Register of Deeds to ensure proper maintenance. <br /> <br />Public Roads. Roads that are classified and designated as public shall be <br />subject to the following conditions. Designation of a road as public shall be <br />conclusively presumed to be an offer of dedication to the public and permit <br />public use. Construction Plan Approval All ""~" .... ~ <br /> <br />~-~'"~' Road plans must be <br />properly approved by NCDOT and evidence of <br />that approval provided to the Planning Division before any~ <br />construction may begin. Refer to NCDOT Subdivision Road <br />Construction Standards for minimum speed, horizontal, vertical, etc. <br />design standards. This includes but is not limited to, terrain <br /> <br />classification, minimum centerline radius, minimum k values, <br />minimu~n distance between reverse curves, etc. In addition to the <br />NCDOT Subdivision Manual, the NCDOT Traditional Neighborhood <br />Development Guidelines Manual may also be used for subdivision <br />design when appropriate. <br /> <br />Road Cross-Sections. Appropriate road cross-sections shall be <br />approved by the Cabarrus County Planning and Zoning Commission <br />and NCDOT. Appendix A contains approved cross-sections for <br />Cabarrus County. Others cross-sections may be approved by the <br />Planning and Zoning Commission in con~unction with NCDOT. For <br />developments with average lot sizes greater than one-acre curb and <br />gutter shall not be required. Those developments shall use the <br />NCDOT Subdivision Design Manual for appropriate right-of-way and <br />street widths. <br /> <br />3. Pavement Structure. Pavement structure shall be 8" stone, 1 V2" <br /> <br />surface course with an additional 1" surface course applied when a <br />majority of the construction is completed. <br /> <br />Coordination of Road System.
