The owner requests to rezone the property to Residential Village (RV). <br />The site is planned to have access to/from NC Highway 49, Cumberland Drive, <br />Cambridge Drive, and Center Place per Figure "A". <br /> <br />Per the Town of Harrisburg's Unified Development Ordinance (UDO), developments <br />within the RV zoning district have a maximum density of 8 units per acre. This <br />development is 21 acres yielding a maximum of 168 units to be potentially developed <br />under the RV zoning district. <br /> <br />Based on our knowledge of the development and the UDO, Land Use 230 (Residential <br />Condominium/Townhouse) from the ITE Trip Generation Manual, 6t~ Edition was <br />applied to determine the trip generation rate per day under the proposed rezoning. See <br />Figure "B". Based on the fitted curve equation for this land use, the anticipated trip <br />generation rate is 1,012 trips per day: <br /> Ln(T) = 0.850 Ln(X) + 2.564 <br /> X = ] 68 dwelling units <br /> T =1,012 trip'sper day <br /> <br />Based on previous discussions with you and your staff, this rezoning falls under the <br />requirements of a Traffic Impact Report type of traffic study. However, in accordance <br />with the UDO, a Traffic Impact Report is required only for a land use type that has an <br />average trip generation rate of 2,000 trips per day or greater. Therefore, a Traffic Impact <br />Report is not required for the proposed rezoning. Proposed development to this site <br />under a RV zoning district should have a minimal impact on the surrounding roadway <br /> <br />network. <br /> <br /> <br />
