MEMORANDUM <br /> <br />TO: <br />FROM: <br />DATE: <br />5UB;,TECT: <br /> <br />Jim Cook, Social Services Dir'ect/o~ <br /> <br />Approval for Grant Application <br /> <br /> I am writing to request approval of the BOC for submission of a grant <br />request which we have already submitted to the Centralina Workforc¢ <br />Development Board subject to the approval of the Board. (This submission <br />was made in the interest of time.) <br /> As of the latest data we have from the Employment Security <br />Commission, some 700 of the 4,497 North Carolina Pillowtex employees who <br />lost jobs last ,Tuly have as yet found new jobs. Of the over 3,000 displaced <br />Pillowtex workers living in Cabarrus County, it is estimated that 1,300 are <br />not in training programs, have not found jobs, and will see their eligibility for <br />Unemployment Benefits expire this summer. <br /> ,Tames Polk developed a grant request for $104,810 in Workforce <br />Investment Ac1 (WIA) grant funds for operation of a program to work with <br />displaced workers and prospective employers to place displaced workers in <br />jobs providing on-the-job training. WIA funds would be used to supplement <br />employer wages as an incentive to hire and train displaced workers. WIA <br />funds would also be used to employ a Project Social Worker to coordinate <br />and provide services. No county matching funds are required. <br /> This is an approach we modeled in our welfare reform demonstration <br /> program, and have requested the State Employment Security Commission to <br /> implement in the current situation with displaced Pillowtex workers using <br /> federal TAA and NEG funds. Senator Hartsell has just introduced a local bill <br /> that would enable the State ESC and Community Colleges to implement this <br /> program model. The program proposed by Mr. Polk would, if funded, <br /> complement the program for which Senator Hartsell is seeking approval.
