Commerce Department <br />Community Development Division <br /> <br />To: Cabarrus County Board of Commissioners <br /> <br />From: Kelly Sifford, AICP, Community Development Manager <br /> <br />Date: June 9, 2004 <br /> <br />Re: Economic Recovery Grant Consultants <br /> <br />The advisory board for the Economic Recovery Grant interviewed consultants on June 8, <br />2004. The advisory board is recommending the selection of Leak-Goforth and <br />Associates for the creation of the economic recovery grant study. Leak-Goforth <br />presented a two prong proposal that dealt with the Pillowtex Sites as well as <br />reengineering the local economy to put the unemployed back to work. The proposed plan <br />will examine the local economy and workforce challenges and opportunities. Secondly, <br />the study will examine job retraining opportunities and needs and pair those with feasible <br />job creation, retention, and attraction. Additionally, the consultant will examine the <br />selected Pillowtex sites to determine the feasibility of reuse for industrial or other uses. <br />After examining six proposals and interviewing two firms, the committee felt that Leak- <br />Goforth provided the best experience and understanding of the project and region. Leak- <br />Goforth received outstanding comments from all of their references which included some <br />local officials in this region. The proposal met all needs outlined in the Scope of Work as <br />defined by the committee. The advisory committee recommends granting the $170,000 <br />contract to Leak-Goforth.
