Commerce Department
Community Development Division

Memorandum

To:

Cabarrus County Board of Commissioners

From:

Jonathan B. Marshall/Director, Cabarrus County Department of
Commerce

Date:- June 3, 2004

Subject:

Cox Mill Road/Christenbury Parkway road project

Our staff has been working for several years on the construction of a new road that will
extend the existing Speedway Boulevard to the existing Cox Mill Road/Christenbury
Road intersection. This new road location will provide safer access to and from Cox Mill
Road Elementary school, eliminating the existing intersection of Christenbury Road and
Derita Road. The County is currently using Sheriff Department deputies at this
intersection during school hours.

Several parties have previously agreed to contribute funding to this project. These
include:

Cabarrus County
NCDOT
Rhein Interest/
Highland Creek

$250,000 (previously budgeted to improve existing intersection)
$200,000

$250,000

Total $700,000

The latest estimate for construction of the project is $826,000.

Attached is a letter from Christenbury Farms, Inc., stating their proposed commitment to
the project ($200,000).

This commitment is contingent on the Board of Commissioners agreeing to the two
conditions stated in their letter. These conditions essentially allow the amount of funding
that Christenbury Farms, Inc. provide to be credited toward the Adequate Facilities
funding required for the development of the Chhstenbury Farms Inc. property.

Cabarrus County * Commerce Department · 65 Church Street, SE · Post Office Box 707 · Concord, NC 28026-0707

Phone: 704-920-2142 · Fax: 704-920-2144 ° www. cabarmscounty, us
