Although only 27 percent of the property owners signed
the petition, Mr. Lentz said staff recommended approval based on the
following issues. (1) Petitioner has health complications that require
immediate response should E-911 services have to be called; (2) There is no
room to issue the petitioner an address for her residential structure because
all numbers in the address range are presently being used, and the easement
will inevitably have to be re-addressed; and (3) There are a significant
number of residential structures on th~s easement.

At 7.38 p m., Chairman Freeman opened the public hearing on Winding
Tra~l Lane The Public Hearing Notice was published in THE INDEPENDENT
TRIBUNE on May 7 and May 16, 2004.

Carolyn Soalt-Zicherman reported several neighbors had discussed the
naming of this easement. He stated Cabarrus County is
in competition wath Gascon County, North Carolina and York County, South
Carolina, for the project.

Carl Parmer, Harrisburg Town Administrator, reported the Town Council
had approved a similar incentive package for PPI. A meeting is scheduled
with the President of PPI on Tuesday to further discuss the project.

Ms. Porter and Bill Kouri, Cabarrus County Audit/Business Personal
Property Manager, reviewed how the incentive grant would be calculated.
