He said Rash said NCDOT required that all deliverables including the plan be submitted by June 30, 2004. UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board adopted in principle the Memorandum of Understanding concerning the NC 73 Transportation/Land Corridor Plan as presented (G-~2) Rm_m_.c~.est for~ of Pro. p_osed Medicaid Cost Rafoz~ in Nor:h Carolina Mr. Day presented the draft legislation supported by the North Carolina Association of County Commissioners Human Services Committee to phase-out the county cost share for the Medicaid program over a five-year period The legislation proposed that the cost share of the Medical Assistance Program be borne by the counties as follows: (1) Three percent (3%) for Tler 1 counties, effective July 1, 2004, (2) Four percent (4%) for all counties, effective July 1, 2005, except Tier I counties shall pay two percent (2%); (3) Three percent (3%) for all counties, effective July 1, 2006, except Tier 1 counties shall pay two percent (2%); (4) Two percent (2%) for all counties, effective July 1, 2007; and (5) One percent (1%) for all counties, effectlve July 1, 2008. Effective July 1, 2009, the non-federal cost share of the Medacal Assistance Program, excluding adminIstrative costs, would be borne by the State. UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carrled, the Board endorsed a proposed bill to be entitled, "An Act to Phase-out the County Cost Share for the Medicaid Program Over a Five-Year Per~od and to Provide Immediate Relief for Tler One Counties" as presented. (G-13) A ointment of Board m~mbers to Serve as ad hoc Members of the Des~ Selection CommitCee for Building 3000 of the South C u~f Rowan-Cabarrus Conuaunit Colle · The Board received the written request from Dr. R. L Brownell, President of Rowan-Cabarrus Community College (RCCC), to appoint one or two members to serve as ad hoc members of the Design Selection Committee for Building 3000 on the South Campus. UPON MOTION of Chairman Freeman, seconded by Commissioner Carruth and unanimously carrled, the Board appointed Vice Chairman Suggs and Commissioner Privette to serve as ad hoc members of the Design Selection Committee for Building 3000 on the South Campus of Rowan-Cabarrus Community College.
