reference to a plat that has not been approved and recorded in accordance with <br />the provisions of this Ordinance. The description by metes and bounds in the <br />instrument of transfer or other document used in the process of selling or <br />transferring land shall not be exempt. No plat shall be recorded by the Cabarrus <br />County Register of Deeds until this approval is entered in writing on the face of the <br />plat as herein provided. <br /> <br />Exemptions -if the Planning and Zoning Staff shall determine that the <br />subdivision is exempt from the provisions of this ordinance, based on the criteria <br />set forth in Section 65 5Chapter 2, Section 1, the plat shall be endorsed to that <br />effect and may be recorded with the Register of Deeds. <br /> <br />Co <br /> <br />Appeal of Denied Exemption - the subdivider may appeal the denial of a <br />requested exemption to the Cabarrus County Planning and Zoning Commission. <br />This appeal must be made within thirty (30) days of notification of the Planning <br />and Zoning Staffls decision and must be made to the Planning and Zoning <br />Commission in writing. The Planning and Zoning Commission shall calendar all <br />such appeals for hearing by giving written notice to the subdivider at least ten (10) <br />days prior to the hearing. The Planning and Zoning Commission in all such <br />appeals shall make findings of fact in support of its decision. General - prior to the filing of a Preliminary Plat the subdivider should shall submit <br /> a pre-application sketch plat to the Planning and Zoning Department in order <br /> that the staff may make the subdivider, aware of the purpose and objectives of <br /> these regulations and to assist him/her in planning their development. <br /> <br />B. Timing - sketch plats shall be submitted at least two weeks prior to the <br /> <br />filling deadline for Preliminary Plat Applications. <br /> <br />Section ¢~=~8_3. Abbreviated procedure for minor subdivisions <br /> <br />If the Planning and Zoning Department finds that the sketch plat meets the <br />requirements of a minor subdivision as defined by this ordinance and that there <br />are no adverse affects on the remainder of the parcel or on adjoining property, <br />then the subdivider may proceed with the preparation of a conveyance plat or <br />minor subdivision plat which may be submitted at anytime -and given final <br /> <br /> <br />
