The subdivision administrator may grant exceptions based on <br />topography, environmentally sensitive areas, or other natural <br />obstructions. The Planning & Zoning Commission shall consider <br />appeals of those decisions. <br /> <br />Street Trees. Street trees shall be required in developments with <br /> <br />average lot sizes of 1/2 acre or less. These trees shall meet the <br /> <br />following requirements: <br /> <br />a. Street trees shall be installed at a standard of one shade tree per <br /> <br /> fifo/feet. <br />b. Shade trees must be 2" to 2.5" in caliper and 10' to 12' at the <br /> time of planting. <br />c. Where overhead power lines prevent the installation of shade <br /> trees, ornamental trees may be substituted. These ornamental <br /> trees must be 1.S' to 2" caliper for sinqle stem trees or 1' to 1.5' <br /> for multi-stem trees. Either type must be 6' to 8' in height at the <br /> time of planting. <br />d. The street trees shall be placed within a six (6) foot planting strip <br /> located between the back of the curb and sidewalk. <br /> <br />10. <br /> <br />Cul-de-sac Length. NCDOT standards for cul-de-sac length must <br />be met. The District Engineer for NCDOT has the right to vary this <br />standard in conjunction with the Subdivision Administrator. <br /> <br />Section 55-7512. Access and thoroughfare planning <br /> <br />All subdivisions or developments shall be subject to the following provisions relating to <br />access to the public road system. <br /> <br />Access Management. Direct access to public roads is governed by the <br />classification of that road in the ~CABARRUS ROWAN MPO <br />and/or County Thoroughfare Plans such that: <br /> <br />Changes are to reflect <br />current terms u,scd to <br />define toads m the MPO <br /> <br />tra~spm tauon p!an <br /> <br />No lots may directly access a road classified as a <br />major thoroughfare or <br /> ~, ,, ,~,~, ~,,~,,.,. These <br />lots must be served by an internal road system <br />or marginal access street. <br /> <br /> <br />
