<br /> Commissioner Privette reported he ia a member of a committee of the
<br />North Carolina ASsociation of County Commissioners that is looking at local
<br />school financing. He stated the General Assembly enacted the School Budget
<br />and Fiscal Control Act in 1975 that delineated County and State
<br />responsibilities for school funding, specifically State responsibility to
<br />provide revenue for instructional expenses of the public school systems and
<br />County responsibility to provide facility requirements. Commissioner Privette
<br />objected to the use of County funds for instructional expenses such as
<br />teachers and assistant principals.
<br />
<br /> There was discussion regarding school funding, including the importance
<br />of a quality school system for economic development purposes. It was
<br />suggested that Board members talk with State legislators regarding the
<br />State's funding raaponsibiltties for schools.

<br />Capital Improvement plan

<br /> The following projects totaling $10,937,604.00 were included in the
<br />Capital Improvement Plan (CIP) for FY 2005: Justice Center - $500,000.00; 800
<br />Mhz Tower, Flows Store Road - $1,562,000.00; Aerial Photography ~ $50,000 00,
<br />Voting System - $1,500,000.00; Landfill TD15 Dozer - $145,000.00; Desktop
<br />Technology (Domino Project) $45,000.00; Pharr Mill Road Park
<br />$1,000,000.00; Cabarrus County Schools Capital Outlay Expense Funding -
<br />$1,288,761.00 (funds from the sale of First Union Building); Capital School
<br />Startup - $1S0,000.00 (Bethel Elementary School); Kannapolis City Schools
<br />Capital Outlay Expense Funding - $196,843.00 (funds from the sale of First
<br />Union Building); and Rowan Cabarrus Community College $4,500,000.00
