It is our understanding that the preliminary plat <br />will be presented at an upcoming Harrisburg Planning and Zoning Board meeting. <br /> <br />The upper section of the Back Creek Interceptor (above the confluence of Fuda Creek and <br />Back Creek) will serve this proposed subdivision. The paralleling of this upper section <br />of the Back Creek Interceptor (Phase II) is on the current WSACC CIP list and is <br />anticipated to be completed by mid 2006. The WSACC CIP project for paralleling of the <br />lower section of the Back Creek Interceptor (Phase I, below the confluence of Fuda Creek <br />and Back <br />Creek) has been bid and construction installation is anticipated to be completed by mid <br />2005. <br /> <br />The followings comments are provided for your information: <br /> <br />* Retail sewer service for this proposed subdivision will be provided by the Town of <br />Harrisburg. The wastewater generated from this proposed project will discharge to the <br />WSACC Back Creek Interceptor through the Town's collection system. The Water and Sewer <br />Authority of Cabarrus County (WSACC) <br />has reviewed the subject project for Adequate Public Facilities. As noted <br />above adequate transportation capacities are not available at this time for the proposed <br />subdivision. <br />* Flow acceptance is granted in the order received assuming sufficient wastewater <br />treatment and transportation capacity is available or is reasonably expected to be made <br />available. As noted above, it is anticipated that adequate transmission facilities will <br />be available by mid 2006 to serve new development in this area. It is our understanding <br />that connections to the development will be limited to 10 or less per year to accommodate <br />the anticipated schedule for paralleling the Back Creek Interceptor. This memo does not <br />guarantee wastewater flow acceptance for the proposed project. Following approval of final <br />site/civil construction plans, flow acceptance must be requested by the Jurisdiction <br />providing the retail sewer service. Flow acceptance is granted in the order that they are <br />received if sufficient wastewater treatment and transportation capacity is available or is <br />reasonably expected to be available. Please note that the WSACC Capital Recovery fee <br />(CRF) is required for each residential dwelling. The fee is collected at the time the <br />building permit is issued and is separate and not a part of any connection or tap fees <br />required by the Jurisdictional retail sewer provider <br />* Please note that any rezonings that increase allowable density were not accounted for <br />during design of the existing wastewater treatment and transportation facilities. Design <br />was based on existing zoning at the time that design was performed. Therefore, density <br />increases and the resulting increased wastewater flow rates may present capacity problems <br />in the future for wastewater treatment and transportation facilities.
