FROM: <br />TO: <br />DATE: <br />RE: <br /> <br />ROBERT KLUTTZ <br />KASSIE GOODSON <br />JUNE 2, 2004 <br />REVIEW OF PHASE 5 OF STALLINGS FARM <br /> <br />Dear Kassie: <br /> <br />We have reviewed the preliminary plat of Phase 5 of Stalhngs Farm Subdivision <br />consisting of 35 lots. It is our understanding that this subdivision is located on Stallings <br />Road. This subdivision is located in the Harrisburg Elementary School, C. C. Griffin <br />Middle School and Central Cabarrus High School attendance areas. <br /> <br />In January, 2004 the board of education approved the Bethel Elementary redistricting <br />plan. A provision to assign students who live in new subdivisions or newly approved <br />phases of existing subdivisions within a nine mile radius of Bethel was added to this plan. <br />The board's rationale for doing this was the ava/lable space in the new replacement <br />school at Bethel. <br /> <br />Hopefully, the board will review the satellite provision of this plan prior to the opening of <br />the new Pitts School Road Elementary School in August, 2005. Approximately 350 <br />Harrisburg Elementary students will be reassigned to this school freeing up additional <br />seating space. <br /> <br />We are very concerned with the middle and high school situation due to already limited <br />seating at C. C. Griffin Middle School and Central Cabarrus High School. Central <br />Cabarrus is projected to exceed core capacity by the beginning of the 2004~05 school <br />year. According to projections, C. C. Griffin will exceed core capacity in the 2005-06 <br />school year. Student growth from already approved subdivisions in these attendance <br />areas will put us in a crisis situation. <br /> <br />The 15-Year Facility Plan calls for a new high school to open in 2008 and a new middle <br />school in August 2009. These schools are projected to be built in a location specifically <br />to reduce overcrowding at Central Cabarrus and C. C. Griffin. These projected dates are <br />only relevant if funds become available to enable us to stay on schedule with the 15-Year <br />Facility Plan. Even if funding is provided for new school construction, we will operate <br />several years in overcrowded conditions. <br /> <br />We realize this is just another small phase to an existing subdivision. However, due to <br />the issues of overcrowding at C. C. Griffin and Central Cabarms we would encourage a <br />delay in approval of additional subdivisions or new phases to e. xisting subdivisions within <br />these attendance areas. <br /> <br />Thanks for giving us the opportunity to make comments regarding the impact of <br />residential growth on our schools. <br /> <br /> <br />
