Box 707 <br />Concord, North Carolina 28026-0707 <br /> <br />Dear Mr. Day: <br /> <br />Recently Jonathan Howes, the Chairman of the Parks and Recreation Authority sent a letter to Mr. Robert <br />Freeman announcing that the County of Cabarrus has received a grant from the Parks and Recreation <br />Trust Fund (PARTF) for Pharr Mill Road Project. I am writing to provide additional details about <br />administering the grant. <br /> <br />The first step of the process is to execute a contract between the County of Cabarrus and the Department <br />of Environment and Natural Resources (DENR). In about 30 days, DENR's Division of Purchases and <br />Services will mail a contract to your contact person for the grant, Mr. Steve Little. Your chief elected <br />official is to sign and return the contract to DENR. A representative of DENR will then sign the contract <br />and return a copy of the executed contract to Mr. Steve Little for your files. <br /> <br />Do not begin work on the PARTF project until you have received the copy of the contract that is signed <br />by your local government and DENR. Until then, we encourage you to prepare for the project by <br /> ~ll~'n u,xmen,ai p~lm~t~ and preparing k:a <br />this project. <br /> <br />Beginning in 2004, PARTF grants are paid on a reimbursement basis. A local government must first <br />spend its own funds toward completing the project, and then it will be reimbursed for up to 50 percent of <br />the expenses. <br /> <br />Charlynne Smith, your regional park and recreation consultant will invite the County of Cabarrus to send <br />an appropriate representative to a PARTF accounting workshop.
