Historically, ICATS, ACCESS, CCTS would transport their medical patients into Mecklenburg <br />County via their own vehicles and drivers. The trips represented high cost trips as daily vehicle and <br />driver resources needed within their own county where lost for an entire day to Charlotte. As the <br />number of Medicaid patients' increase and individual county population growth continues, so has trip <br />demand into Mecklenburg County and the need for equipment and personnel. Each county was <br />previously sending up to two vans and drivers into Mecklenburg County for several appointments per <br />day, Monday - Friday. <br /> <br />The Chart below gives a collective average savings/"Public entity to Public entity Revenue" <br />information of all systems from April 2003-November 2003. <br /> <br />System ( Coordinated Increased Trips within * Driver Hours ** Public to Public <br />Trip days with MTS) individual county. Hours based on driving time, wait time, empty miles traveled. 2 trips per <br />hour/driver~ 7 hours of work <br />· *Public revenues - Critical revenue d'ollars that are being reinvested into public sector entities <br />which have budgetary needs instead of into the private sector. Revenue to MTS by close of FY 04 <br />will exceed $25,000. (Public to Public). <br /> <br />The Metrolina Out of County Medical effort was the first known in North Carolina to achieve a <br />signed Memorandum of Understanding by authorized officials in four counties to formally coordinate <br />transportation. This project can be and must be achieved statewide to ensure adequate service <br />provision based on budgeted resources statewide. This project is in line with the North Carolina <br />Department of Transportation and The Department of Health and Human Services Regional <br />initiatives. The major challenges removing the barriers of perception, outline common goals and <br />challenges, advocate and educate those in critical decision making positions. <br /> <br />This project has outlined that coordination and achievement is simply people sharing pride, willing to <br />show progress and dedicated to partnership, is the key to future growth and success.
