Introduction <br /> <br />The primary objective in preparing this manual is to establish gmdelmes for all departments and divisions to utilize in the <br />orderly acquisition of supplies, materials, vehicles and services necessary to efficiently execute their operations <br /> <br />The concept of centralized purchasing, to institute and maintain an effective and economical system for purchasing goods <br />and services, is contingent upon the full cooperation of the individuals involved. The Purchasing Agent's role is to assist <br />departments and agencies in the acquisition process, procuring the optimum product or service considering quality, price <br />and delivery, and ensuring that said process is performed within State and Local statutory parameters. It is not the intent <br />or purpose of the Purchasing Department to dictate specifications, products and supplies to the consumers, or to impede <br />the orderly flow of goods and services. Consequently, Cabarrus County Purchasing advocates oblectlve team-oriented <br />procurement. <br /> <br />The policies and procedures stated herein can only be successful if individuals involved in the buying process famihar=e <br />themselves with the contents and put forth every effort to comply accordingly. Optimally, the manuals should be <br />distributed to all levels in the work force concerned with the purchasing process. New personnel should examine the <br />manual prior to any participation in the purchasing process. Department Heads and designee must sign off verifying <br />that they have received a copy of the policy and will comply with the policy. <br /> <br />The Purchasing Department hopes this manual will be an invaluable and useful tool to expedite the purchasmg function. <br />Any suggestions for improvement are welcome. <br /> <br /> <br />
