Subject: <br /> <br />Purpose: <br /> <br />Pohcy' <br /> <br />Procedure: <br /> <br />Professional Services <br /> <br />The purpose of this procedure is to provide a uniform method of obtaining professional services for the <br />County. <br /> <br />Selection of ProJect Designer or use of a registered Architect or Engineer. Pursuant to G S. 143- <br />64.31 "it is the policy of the state and its political subdivisions and local government units to <br />announce all requirements for architectural, engineering and surveying services; to select firms <br />qualified to provide such services based on demonstrated competence and qualifications for the <br />type of professional services required, without regard to fee, other than unit price information, <br />and, negotiate a contract for architectural, engineering or surveying services at a fair and <br />reasonable fee with the best qualified firm." <br /> <br />The following are considered to be Professional Services and do not normally require bidding <br />unless it is in the County's best interest to engage m competitive bidding: <br /> <br />· Special Consultants <br />· Auditing Services <br />· Secretarial Services <br /> <br />The following are considered services. However, they should be obtained through competitive <br />bidding: <br /> <br />· Printing (commercial) <br />· Laundry Service (uniforms) <br />· Exterminating Services <br />· Elevator Services <br />· Vending Services <br /> <br />It is a policy to submit all services contracts c~zting expected to expend $100,000 or more to the <br />Board of Commissioners for approval prior to execution of a finalized written contract <br />document. Others may be approved by the Purchasing Agent or County Manager, if funded <br />through the budget process. <br /> <br />Professional Services in Item 1 under Policy may be obtained by making direct contact with the <br />specific agency following approval by the County Manager. It is necessary, however, that <br />funds are available for the service. Contracts pertaining to the service shall be coordinated with <br />the Contract Administrator. <br /> <br />Regular Services such as those listed in Item 2 under Policy may be obtained through the <br />Purchasing Department. If a department desires to obtain their own service contract, the <br />C6ntract Administrator should be notified, preferably in writing, prior to execution of any <br />contracts. <br /> <br /> <br />
